THE PROCESS

The project will take place in four phases, and is projected to be complete by January 2011.

Phase One

During the first phase, the consultant team will hold focus group meetings and a community event in order to gain the input and perspectives of a broad cross-section of the community.

Phase Two

After completion of Phase One, the consultant team will develop a strategic assessment document, which will make recommendations about how to use the new LUDC to implement the City's plans in a way that is consistent with the shared values and priorities identified during Phase One. The consultant team will present the strategic assessment to the City Council and seek its acceptance of the proposed approach.

Phase Three

The LUDC is redrafted during the third phase. To ensure that the LUDC is consistent with the shared values of the community, a representative Advisory Committee will convene approximately every six weeks and hold two meetings on two consecutive days. At these meetings, the committee will discuss specific policy issues, and to reach consensus about how to address them in the rewritten LUDC.

In addition to the Advisory Committee meetings, a Technical Committee will be formed to review the technical aspects of the Code draft, to ensure that the proposed new LUDC rules will work in the physical and economic environment of Durango.

City residents and business owners will be invited to six public workshops on a variety of issues. Four joint meetings of the City Council and Planning Commission will be held to update the Council and confirm the direction of the project.

Phase Four

During the fourth phase, the final draft code is reviewed at public hearings of the Planning Commission and City Council. At the end of phase four, the new LUDC is adopted by ordinance at a City Council meeting.
